AAP Leader Satyendar Jain Arrested in Delhi Jal Board Tender Case; Kejriwal Alleges Political Vendetta

Former Delhi minister and Aam Aadmi Party (AAP) leader Satyendar Jain was arrested by the Delhi government’s Anti-Corruption Branch (ACB) on Tuesday in connection with an alleged corruption case involving tenders awarded by the Delhi Jal Board (DJB) for sewage treatment plant projects. Five other people, including former DJB CEO Udit Prakash Rai, were also arrested in the case.
The arrests have triggered a fresh political confrontation between the AAP and the BJP, with former Delhi Chief Minister and AAP national convenor Arvind Kejriwal accusing the BJP of using investigative agencies to target opposition leaders. The BJP, meanwhile, has rejected the allegations and said the investigation has uncovered a financial trail supporting the corruption allegations.
What is the Delhi Jal Board case?
The case relates to alleged irregularities in the tendering process for the augmentation and upgradation of Sewage Treatment Plants (STPs) under the Delhi Jal Board.
According to the ACB, the tender conditions were allegedly manipulated in a manner that favoured Euroteck Environment. Investigators are examining allegations of bribery, criminal breach of trust, cheating and criminal conspiracy in connection with the awarding and execution of the contracts. The FIR was registered by the ACB on May 11, 2024, following a complaint from the Directorate of Vigilance, Government of the National Capital Territory of Delhi.
The investigation has also focused on an alleged ₹1.52-crore money trail involving former DJB CEO Udit Prakash Rai and his relatives, according to the ACB allegations reported by The New Indian Express.
Six people arrested
The ACB has arrested six people in the case:
Satyendar Kumar Jain, former Delhi minister and AAP leader Udit Prakash Rai, former Delhi Jal Board CEO,Ankit Srivastava, a former contractual consultant Nagendra Yadav Raja Kumar Kurra, Pankaj Verma
The charges cited in connection with the FIR include provisions of the Prevention of Corruption Act and the Indian Penal Code relating to bribery, cheating, criminal breach of trust and criminal conspiracy.
Kejriwal attacks BJP
Reacting to Jain’s arrest, Arvind Kejriwal strongly criticised the BJP and alleged that the arrest was carried out at the party’s behest.
Kejriwal described the case as politically motivated and claimed that it would eventually be proved to be false. He also accused the BJP of targeting AAP leaders through investigative agencies and described the action as an example of political “dictatorship.”
Kejriwal also referred to Jain’s earlier legal troubles while arguing that what he described as allegations against AAP leaders had previously failed to withstand judicial scrutiny.
BJP rejects political vendetta allegations
The BJP has rejected the AAP’s allegations of political targeting. According to the BJP’s response, the ACB investigation has established a financial trail indicating alleged embezzlement and irregularities in the tender process.
The competing claims have turned Jain’s arrest into a fresh political flashpoint between the BJP and AAP, with both sides presenting sharply different accounts of the investigation.
Jain’s earlier legal troubles
The latest arrest is significant because Satyendar Jain has previously faced investigation and arrest in a separate money-laundering case. He was arrested by the Enforcement Directorate in May 2022 and spent a prolonged period in custody before being granted bail in October 2024.
The current DJB case, however, is a separate corruption investigation concerning alleged irregularities in sewage-treatment-plant tenders.
The Enforcement Directorate had also investigated alleged financial irregularities connected with DJB tenders and subsequently filed a prosecution complaint under the Prevention of Money Laundering Act against Jain and others in a related matter.
Medical examination after arrest
Following his arrest, Jain was taken to Aruna Asaf Ali Hospital in Delhi for a medical examination, as is required during the custody process.
The next stage of the case is expected to focus on the alleged tender manipulation, the financial trail identified by investigators and the respective roles of the six accused.
Political implications
Jain’s arrest comes at a politically sensitive time for the AAP. He was one of the prominent ministers in the former Kejriwal government and had handled important portfolios, including health, power, water and urban development.
The case therefore carries significance beyond the immediate corruption allegations. For the BJP, the investigation is being presented as evidence of alleged financial irregularities under the previous AAP government. For the AAP, the arrest is being portrayed as another instance of political pressure against its senior leadership.
The immediate legal question will be whether investigators can establish the alleged manipulation of DJB tenders and the money trail in court. An arrest and investigation do not by themselves establish guilt; the allegations remain subject to judicial proceedings.

The Satyendar Jain arrest has once again brought the functioning of the Delhi Jal Board, government tendering and alleged corruption during the previous Delhi administration into the political spotlight. With the AAP accusing the BJP of vendetta and the BJP maintaining that the investigation is backed by evidence, the case is likely to remain both a major legal and political issue in Delhi in the days ahead.
